With this order, the captain of a ship automatically lies in wait for ships that are in a neighboring region after their movement.
He will then automatically go there.
If faction numbers are provided, he will only respond to ships from the specified factions.
If no faction number is provided, it responds to all ships from factions to which the captain's faction does not have a HELP COMBAT has set.
